Who we work with and who we do not
SAURON LTD works with those who already have a concrete reason to be in Bulgaria: a company to set up, a property to buy or to keep in order, a market to hold, goods to move. Below are the five recurring profiles and the cases that fall outside our scope.
The criterion
We do not select by size or by sector. We select by distance: we work with those who have an interest in Bulgaria and no one on the ground to follow it, in Bulgarian, with the local offices and the local working hours.
The five profiles below describe recurring situations, not closed categories. For each one we set out the typical situation, what is actually needed and what we do. Where the engagement requires a licensed professional, we say so on the same line.
01 — Companies opening or running an operation in Bulgaria
The company is Italian or European and has decided, or is considering, to incorporate a company in Bulgaria: an administrative structure, a commercial office, an operating branch. Decisions are taken elsewhere; the formalities are carried out in Sofia and in Bulgarian. The recurring mistake is to set the structure up on second-hand information and to have to correct it later, when correction costs more.
What is actually needed
A stable point of contact on the ground. A written list of the formalities with real timescales, not theoretical ones. And a clear separation between what we do and what must be signed by a licensed professional engaged by the client.
What we do
We check that the intended structure holds: scope of business, registered office, management, recurring obligations. We prepare the document list and handle the filings with the Targovski registar (Commercial Register). We coordinate the engagements the client gives to lawyers, accountants and certified translators, which remain in the client's name. After incorporation we stay on as a local presence: correspondence, registered office, dealings with the public offices, deadlines.
02 — Owners and buyers of property in Bulgaria
Buyers from abroad see the property a handful of times, then leave it at a distance. Those who already own one are left with an idle asset: utilities to transfer, building charges to follow, a tenant to find or to check on, documents in Cyrillic that no one reads. Distance turns small problems into expensive ones.
What is actually needed
The document checks before signing, not after. Then someone who physically enters the property, collects the post, speaks to the building management and reports in writing, with dates and photographs. For those who already own, a local contact who answers the telephone in the same time zone as the Bulgarian offices.
What we do
Search and selection against written criteria agreed beforehand. Document checks against the public registers: title deed, cadastral data, skitsa (cadastral sketch), danachna otsenka (tax valuation), encumbrances and restrictions, correspondence between the floor plan and the actual state of the premises. Support during negotiation and attendance at the deed, before the notary chosen by the client. After purchase, letting management and day-to-day administration: contracts, utilities, filings, traceable collections, periodic written report.
03 — Companies looking for commercial representation
Two directions, the same problem. An Italian or European company has a product already sold elsewhere and wants to know whether the Bulgarian market will take it, without opening a structure straight away and without hiring. In the opposite direction, a Bulgarian company wants to approach Italian distributors and customers and has neither the language nor the contacts to do so. In both cases the question is the same: who stands for the company on the ground, and within what limits.
What is actually needed
A local commercial presence at a cost fixed in advance, and a check on the counterparty before shipping goods, granting deferred payment terms or signing an exclusivity agreement.
What we do
We represent the company before customers, suppliers and public offices, under a written mandate and within stated limits. We identify and vet counterparties, with checks against the Bulgarian public registers. We handle the first approach, the correspondence, the visits and the translation of commercial documentation. We take on no commitments beyond the mandate and we receive no payment from third parties on the business we handle. On request we prepare price lists and technical documentation in Italian and in Bulgarian, and we keep a written record of open relationships, so that the company can carry on by itself if it decides to bring the activity in-house.
04 — Import and export operators
Goods moving between Italy, Bulgaria and the Balkan region. The critical point is rarely the price: it is the documents, the delivery terms, the vetting of the supplier and the chain of responsibility when a consignment is held up or arrives non-conforming.
What is actually needed
Someone who sees the goods and the documents on the spot. Written supplier vetting criteria before the first order. And a single point of contact holding manufacturer, freight forwarder and customs together. Delivery terms and responsibility for inbound checks defined before the goods leave, not at the first complaint.
What we do
We vet suppliers and counterparties against the public registers. We request samples and compare offers on identical specifications. We coordinate transport and customs formalities through freight forwarders and customs declarants engaged by the client. We check that order, transport documents and invoice are consistent, and we follow up complaints. Under a written mandate we also act as a commission agent, within spending and duration limits set out in writing. Money does not pass through us.
05 — Those refurbishing a property who need coordination
A dated flat, a unit to be converted, a hospitality or catering property to be brought up to standard. The client is far away, the quotations arrive in Bulgarian and cannot be compared because each describes a different job, and between one visit and the next the site is left unsupervised.
What is actually needed
A written specification before the quotations, so that the offers become comparable. Someone who goes to the site regularly and reports with photographs and dated progress statements. And clear rules on variations and payments.
What we do
Survey of the existing premises and drafting of the specification. Selection of contractors and comparison of offers against the same specification. Coordination and supervision of the works, monitoring of progress, checks on supplies and timing, periodic written report to the client. Execution is entrusted to contractors entered in the Central Professional Register of Builders (TsPRS), under their own contract: SAURON LTD coordinates and supervises, it does not carry out building works.
How it starts

01 — First conversation
You describe the situation and the objective. We check whether it falls within our scope. If it does not, we say so at once and it ends there.
02 — Feasibility check
Before accepting the engagement we check documents, constraints and timescales. This is the stage at which, if necessary, we say no.
03 — Written mandate
Scope, fee, timescales, contacts and reporting arrangements are set out in writing before we start. No undisclosed payment from third parties.
When we are not the right firm
Saying so beforehand is more useful than finding out afterwards. In these cases we do not accept the engagement.
- Those looking for reserved activities — SAURON LTD does not carry out activities for which Bulgarian law requires an authorisation that the company does not hold, and it does not procure them through third parties. The precise list is in Scope of activity.
- Those looking for money — We do not source means for other people's projects, we do not take in sums from the public and we do not introduce parties that would provide them. We do not hold client monies.
- Those wanting a promise in numbers — We do not produce economic projections on the future of a property or of a business and we do not put our name to figures that do not depend on us. We state what a piece of work costs and what the documents show.
- Those needing the works carried out directly — The company coordinates and supervises. The works are carried out by a contractor entered in the TsPRS, under its own contract and its own liability. If you are looking for someone to put a crew on site, that is not us.
- Those looking for travel or accommodation arrangements — We are not entered in the National Tourism Register and we neither sell nor organise travel. On properties in hospitality use we work on the property and fit-out side, not on the tourism activity.
- Those needing a signed opinion — We do not issue legal, tax or notarial opinions. They are drafted and signed by a licensed professional, engaged and paid directly by the client. We prepare the documents, translate and keep to the timetable.
- Those looking for a shell structure — We do not provide a registered office to companies with no real activity and we do not accept engagements in which it is unclear who decides and on whose behalf we would be acting.
- Those needing a capacity we do not have — SAURON LTD is a single-member company incorporated on 11 January 2024. When an engagement exceeds what we can handle to the quality we state, we say so beforehand and we do not take it on.
